This position reports to the Accounting Section Director and supervises a team of approximately 20 professionals. Responsibilities include planning, coordinating and managing the production of four separately audited annual financial reports, the Popular Annual Financial Report, and other financial reports required by statute. The Financial Reporting Manager brings together a diverse team and develops a common goal(s)/purpose for the team to strive for excellence and success in reaching that goal.
Work requires regular contact with TxDOT stakeholders, other governmental agencies and private entities. Employees at this level establish a workplan and priorities for the entire branch to meet set deadlines and objectives. Issues are rarely referred to the Accounting Section Director but are handled at the occurrence.

Essential Duties:
Support the successful completion of annual financial statement audits for four audited financial reports and the department’s Popular Annual Financial Report, including acting as a key point of contact with external auditors, driving preparation of audit schedules and supporting the audit process.
Lead reporting team of approximately 20 individuals, ensuring appropriate delegation of work, training and career development.
Keep abreast of accounting developments, stay up to date on the most recent governmental accounting standard updates, and develop implementation plan for new governmental accounting standards board pronouncements.
Works with Compliance Division at TxDOT to ensure that internal controls over financial reporting are working effectively.
Coordinates and monitors changes to accounting systems; implements programming, testing and policy and procedural changes necessary to conduct Department business under the Comptroller's Uniform Statewide Accounting System (USAS) and PeopleSoft.
Ensures reliability and accuracy of Department's accounting data and confirms compliance with Generally Accepted Accounting Principles (GAAP) and various federal and state laws and regulations.
Provides accounting related information to districts, divisions, other state agencies, the legislature and the Governor.
Represents the Department on related task forces and committees.
Reviews, evaluates and coordinates complex accounting-related projects.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Mandatory Bachelor's Degree in Accounting or Business - related discipline.
Experience:
4 years experience in professional-level accounting. (Experience can be satisfied by fulltime or prorated part time equivalent).
Must have 1 year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
Must be certified and licensed in the State of Texas as a Certified Public Accountant (CPA).*
*Accountants certified in another state, but not certified in the State of Texas, must (1) meet the certification and licensing requirements of the Texas State Board of Public Accountancy, (2) obtain licensing and certification by the Texas State Board of Public Accountancy Examiners within six months of the date of hire and (3) sign an agreement to that effect as a condition of employment.
