The Budget Analyst works on the development and preparation of administrative operating budgets and performs technical and professional financial analysis activities. The incumbent will analyze and report on budgetary and fiscal activities supporting agency operations. This position will report to the Director of Budget and Financial Analysis and proactively work with the Budget team, Finance staff, TRS leadership and executive team members, and agency staff.
The Senior Budget Analyst is responsible for developing and preparing administrative operating budgets and performing technical and professional financial analysis activities. The incumbent will oversee, analyze, and report on budgetary and fiscal activities supporting agency operations. This position will report to the Director of Budget and Financial Analysis and proactively work with the Budget team, Finance staff, TRS leadership and executive team members, and agency staff.
WHAT YOU WILL DO: Budgetary & Fiscal Activities •Plans, coordinates, and prepares the agency’s internal administrative operating budget, including maintaining budgetary systems. •Plans, coordinates, and prepares the agency’s Legislative Appropriation Request (LAR) and the operating budget submitted to the Office of the Governor, Budget and Policy Division and the Legislative Budget Board. •Oversees and prepares monthly, quarterly, and annual reconciliations on the agency budgetary and expenditure system, the Comptroller of Public Accounts (CPA) Uniform Statewide Accounting System (USAS), the Legislative Budget Board (LBB) Automated Budget and Evaluation System of Texas (ABEST) application, and the Centralized Accounting and Payroll/Personnel System (CAPPS). •Assists with budget, expenditure, and position oversight, including developing monitoring tools and conducting quarterly budget meetings. •Assists with coordinating and preparing the agency’s strategic plan. •Informs management of budget activities including deviations, concerns, and events likely to affect operations; explains causes; and measures and reports effects on agency’s resources. •Oversees and/or prepares monthly, quarterly, and annual budgetary reports, including periodic and ad-hoc management reports regarding budgetary and fiscal activities for internal use and Board of Trustee reporting. •Oversees, coordinates, and prepares a variety of technical reports on estimates, costing data, and budget limits; and compiles and analyzes data for the legislative process. •Oversees and coordinates the reporting of quarterly and annual performance measures.
Minimum Education • Bachelor's degree in accounting, finance, or a related business field from an accredited college or university
Minimum Experience (Budget Analyst) • Four (4) years of full-time experience in budget preparation, analysis, and management.
Minimum Experience (Budget Analyst Senior) • Six (6) years of full-time experience in budget preparation, analysis, and management
The Teacher Retirement System of Texas is responsible for investing funds under its stewardship and for delivering benefits to members as authorized by the Texas Legislature.
