The UNT System Business Service Center (BSC) is home to several of the university system’s shared and central services, including the Controllership. The BSC service groups provide all accounting, reporting, purchasing and business-service focused operations for all of the University of North Texas System component institutions. Areas of responsibility for these shared and central services include Payroll, Financial Accounting & Reporting, Accounts Payable, and Procurement, among others. The University of North Texas System is comprised of: the University of North Texas (located in Denton), the University of North Texas Health Science Center (in Fort Worth), the University of North Texas at Dallas, and the University of North Texas System (downtown Dallas).
This position is located at the Business Service Center at Woodhill Square, just south of our flagship campus in Denton.
Under the general direction of the Sr. Director of Payroll, the Associate Director oversees and manages the overall daily operations of staff in the General Accounting, Payroll Accounting, and Post Confirm division for University of North Texas System payroll division. Ensures proper monitoring of financial and budgetary transactions to ensure compliance with UNT System and campus policies and procedures, and Generally Accepted Accounting Principles. Responds to senior-level inquiries. Responsible for keeping abreast of changes in standards of state and local governmental accounting and financial reporting and for implementing Governmental Accounting Standards Board (GASB) changes
ü Responsible for the reviewing, analyzing, and testing the accuracy and efficiency of our financial system (FSPD) for all payroll-related transactions. Define requirements, testing, and implementing updates to the existing system.
ü Serves as the liaison with the campus and Comptroller’s Office on issues related to State Appropriations (USAS) for payroll, taxes, and benefits.
ü During closing period, responsibilities include “troubleshooting” (analyzing and solving) any PeopleSoft errors and failures.
ü The incumbent champions process improvements by identifying root causes of issues, process delays and quality problems and recommends solutions. This includes improving and streamlining operations and processes through use of information technology.
ü Coordinates and prepares all external and internal audit activities for UNT System payroll audits; gathers, reviews, analyzes, and summarizes information and data; reviews transactions, documents, records, reports and procedures; prepares working documents used for audit work papers; analyzes fluctuation and documents findings; assists as requested with audit findings and preparation of formal audit reports; and performs special audit assignments
ü Provides technical and fund accounting assistance to departments and state agencies for USAS reporting for payroll, tax, and benefits.
ü Liaises effectively with technical, functional, and external personnel in an effective and professional manner.
ü Understands and documents both standard and ad-hoc business requirements
ü Manages the AP funds for payroll vendor payments and any receivable funds paid to the UNT System on a daily basis.
Payroll Accounting Responsibilities:
ü Directs the reconciliation processes for all payroll accounts, including the labor ledger, tax accounts, garnishments, benefit accounts, general deductions, bank accounts, retirement accounts, and misc. other accounts.
ü Directs UNT System on how to streamline accounting transactions that align with state standards across all four institutions .
ü Develops and presents training for employees within the System Controller’s Division.
ü Responsible for resolving accounting issues with reconciliations that meets GAAP standards.
ü Helps manage all four University’s bank accounts for payroll related items; ensuring that deposits flowing in and out of the system reconcile to the GL; Mangers unreconciled items in account reconciliations.
ü Manages and directs vendor payments as they relates to payroll – benefits (ERS), vendor payments, Teacher Retirement System (TRS), and Optional Retirement Plan (ORP, 457, 403B).
Post Confirm & Reporting:
ü Manages and distributes actual earnings, employer deductions, and employer taxes from PeopleSoft across the funding sources established in the Funding Entry Page/Department Budget Table to create expense distribution/accounting lines
ü Monitors and approves salary cost transfer of payroll expenses from one chart string to another
ü Manages audit reports for payroll and configuration data and identifies any errors encountered when the Actuals Distribution or Actuals GL Interface processes are executed
ü Responsible for reviewing and analyzing reporting requirements for HRIS compliance reporting for payroll financials and personnel information to the state for all four institutions; analyzes error reports from HRIS.
ü Directs the data for TRS (Teacher Retirement System) compliance reporting monthly; corrects errors found in reporting with appropriate parties and source data systems
ü Helps manages EFT files for bank transmission for each payroll cycles (monthly, semimonthly, hourly, and supplemental payrolls).
ü Manage overpayment reporting to executives and the state for the four institutions.

Bachelor’s Degree in related field and six years of professional related experience; or any equivalent combination of education, training and experience which provides the following knowledge, skills, and abilities:

Texas licensed Certified Public Accountant (CPA)
5 – 7 years’ experience in payroll-related accounting
Experience with system testing at both planning and hands-on levels.
